What Does Tougher Parking Enforcement Mean For Fleets?

Parking enforcement is changing across the UK, and for fleets the message is becoming increasingly difficult to ignore.

There were around 14.4 million private parking tickets issued in 2024/25, more than double the number issued six years earlier.

And the direction of travel suggests enforcement is only likely to become more prominent.

New legislation passed in 2026 has created powers that will allow local transport authorities in England to introduce wider restrictions on pavement and verge parking. This isn’t a blanket nationwide pavement-parking ban overnight, but it does give councils greater scope to act locally as the new framework is implemented.

At the same time, technology is making existing restrictions much easier to enforce.

School Streets can increasingly be monitored by cameras, meaning drivers entering restricted roads during drop-off or collection times can receive a penalty without an enforcement officer being present.

Dropped kerbs, timed restrictions and other parking contraventions are also areas where drivers shouldn’t assume that something which has previously gone unenforced will continue to be overlooked.

And private car parks remain another significant source of penalties, with ANPR cameras making enforcement increasingly automatic.

It’s important that drivers understand that parking rules can vary considerably between locations, councils and individual car parks.

That means paying close attention to signs, checking timed restrictions, being particularly cautious around schools and residential streets, and understanding the terms before leaving a vehicle in a private car park.
